instead of after 24 hours.
[Added] separate task to handle the citizen assessment of new cities and
cities that drop below the minimum required citizens count. This new
task is independant of the regular city update and therefore elections
are no longer delayed due to the assessment - mantis 4544
[Fixed] mail sent when a city contracts from village to outpost - mantis

[Fixed] during a city update, city elections now take place before
contraction/expansion. This ensures that the new mayor gets any relevant
mails instead of the old one getting them - mantis 4544
